For Clients
PacWave provides researchers and technology developers with the infrastructure, resources, and support needed to test wave energy converters and other marine energy technologies in the open ocean. With two test sites off the Oregon coast, PacWave can support projects ranging from small-scale and prototype testing at PacWave North to grid-connected, utility-scale testing at PacWave South.
Every testing program is different. The PacWave team works with prospective clients to understand project needs and guide them through the testing process, including site selection, permitting and compliance, safety requirements, infrastructure, deployment planning, data systems, and connections to regional marine service providers.
The PacWave Client Handbook is a starting point for planning a test at PacWave, with technical and logistical information to help prospective clients understand the facility, testing requirements, available resources, and client responsibilities.

Why Test at PacWave?
PacWave combines real-world ocean conditions with dedicated testing infrastructure and technical support to help clients move marine energy technologies forward.
Open-Ocean Conditions
Test technologies in the energetic waters of the Pacific Ocean, with conditions suited for evaluating performance, survivability, and reliability.
Pre-Permitted Testing
PacWave South is pre-permitted for most types of wave energy converters, reducing many of the permitting requirements clients would otherwise face when establishing an independent test site.
Grid-Connected Infrastructure
Four offshore test berths connect to PacWave’s shoreside facility through dedicated subsea power and fiber-optic cables, enabling utility-scale testing and power transmission to the grid.
Research & Technical Expertise
Work with a team supported by Oregon State University, national laboratories, and marine energy partners with expertise in testing, engineering, environmental monitoring, and ocean operations.
Maritime Support
PacWave’s proximity to Newport and Oregon’s central coast provides access to ports, vessels, marine contractors, fabrication, and other services needed to support offshore deployments.
Accredited Testing
Access testing capabilities designed to support accredited performance testing to relevant IEC/ISO standards.
